Architectural and Engineering Services are required to support the GA Army National Guard mission requirements for various institutional facilities throughout the State of Georgia under an Indefinite Delivery/Indefinite Quantity contract. Services include multidisciplinary engineering, energy, NEPA documentation, environmental studies, investigations, surveys, master planning, GIS collection, planning/programming charrettes, and development of construction documents. Typical tasks may include preparation of plans, specifications, calculations, cost estimates, cost management, quality control, construction surveillance inspections, development of design standards, preparations for design submissions, technical studies, and provision of supporting documents for government construction programs. Services may also include site visit surveys, on-site investigations, and preparation of AutoCAD drawings and specifications according to specified standards. The scope involves a wide variety of professional services for administrative, industrial, and support facilities, potentially including but not limited to aircraft hangars, maintenance facilities, offices, supply facilities, civil engineering facilities, dormitories, readiness centers, fire stations, munitions storage, infrastructure, fuel storage/distribution, and other facilities. Submittals will be evaluated on criteria including ability to provide a dedicated onsite project manager, specialized multidisciplinary expertise, experience in National Guard and other governmental/institutional facility design, team stability, responsiveness to contract submittals, and firm location. Services for each requirement will be negotiated and awarded as individual delivery orders. Each delivery order may have multiple options and specific requirements, with the A/E responsible for providing all necessary services, materials, supplies, and supervision. Instructions to bidders include submitting a completed Standard Form 330 addressing all published selection criteria by the deadline. Five or more firms will be selected for further evaluation and may be required to participate in interviews or presentations. Fees will be based on a percentage of construction costs and paid in accordance with the established fee schedule and contract terms. All design and documentation must adhere to current applicable standards and regulations, including Army, Federal, State, and environmental requirements. The A/E must appoint a Program Manager to serve as the main point of contact for all activities and ensure compliance and coordination with regulatory requirements. All specified project documentation, permits, and approvals are the responsibility of the A/E, and any penalties for non-compliance are not reimbursable. The estimated construction costs of projects will range from $10,000 to $10,000,000. *The value for this project is based on a financial range.
