The project involves covered playcourt and related improvements at Kekaha Elementary School. Bidders are required to pay a transaction fee of 0.725%, capped at $5,000, to Sicommnet on the total dollar amount of goods or services purchased through the Hawaii Electronic Procurement System (Heps). This fee applies to all purchases regardless of the purchase method or amount and must be paid within thirty days of invoice. The requirements and procedures are further detailed in the Sosa for Heps, referenced in the solicitation and available online. All vendors are expected to consider this document in their response.
