The project involves the Phase 3 expansion of the City of Methuen's Public Camera System. Bids are requested from qualified vendors for camera installation city-wide. The City of Methuen is seeking qualified vendors to submit bids for Phase 3 expansion of our Public Camera System. This IFB follows the successful completion of Phase 1&2, which established a foundational IP-based surveillance system within the Methuen Police Department (MPD) Headquarters. The Scope ofWork for Phase 3 is detailed below, along with mandatory requirements and specifications that interested vendors must meet. Scope of Work - Phase 3 The City of Methuen intends to add 46 new fixed high-definition, IP-based cameras to expand the public surveillance system. This project will include the assembly and installation of cameras and head-end equipment at strategic locations determined by Methuen's law enforcement jurisdiction. The work must comply with all applicable City of Methuen building codes. System Requirements o Cameras: All new cameras must be High-Definition IP. with a minimum resolution of 1080p for fixed cameras intended for outdoor locations. The system must record at 30 Frames Per Second (FPS) continuously, with a storage retention period of 30 days. o Video Management System (VMS): The VMS must integrate seamlessly with existing systems, support adaptive streaming, offer high availability architecture, provide integral video stitching technology, and support mobile device integration. It should also facilitate failover capabilities and integrate with video forensic tools. VMS must be able to provide integration with other nearby jurisdictions that border the City- of Methuen o Wireless Networking: Utilize wireless antenna technology for networking and video transmission, ensuring system compatibility with existing infrastructure. Technicians must be factory certified, with a minimum of 5 years' experience in maintaining Wide Area Surveillance (WAS) systems. o Systems Health Monitoring: The proposal must include a comprehensive systems health monitoring solution, capable ofreal-time, granular monitoring at the camera component level. Equipment and Warranty Requirements o Camera Technology: Cameras must meet IP67 environmental conditions, support PoE, and offer integral IR illumination. PTZ cameras should have at least 600 feet of IR effectiveness and support multiple power sources. o Warranty-: A minimum I-year warranty- is required for all equipment and services, with cameras carrying a 4-year manufacturer's warranty. Servers, storage, and workstations must come with a 3-year manufacturer warranty, including next business day on-site support.
