The project involves assisting the City of Peoria in collecting, processing, and updating the Pavement Condition Index (PCI) for City streets. The objectives include inventorying the street, rating pavement condition, and updating the City's GIS-based data management system used in planning and prioritizing maintenance and repairs. Qualified firms are to submit Statements of Interest and Qualifications, including three hard copies and one electronic copy. Teams must have current certification through the City's Equal Opportunity Office and comply with the Illinois Prevailing Wage Act. The City reserves the right to reject any or all proposals and to waive technicalities and informalities. Proposals will be evaluated and ranked based on listed criteria, after which negotiations will proceed with the top-ranked team to establish a detailed scope and cost. If an agreement cannot be reached, negotiations will move to the next ranked team.
