The work consists of new work and maintenance dredging of the James River Federal Navigation Project between Rocklanding Shoal and the Richmond Harbor Channel. Dredging will be performed using a hydraulic cutter-head dredge within designated shoals located in the Lower, Middle, and Upper James River segments. Work includes dredging to required and allowable pay depths, with channels maintained to -25 feet Mean Lower Low Water (MLLW) from Rocklanding Shoal to the Richmond Deepwater Terminal (RDWT) Channel and Berthing Area, and to -18 feet MLLW from the RDWT Channel and Berthing Area to Richmond Harbor. One foot of advance maintenance and one foot of allowable over-depth dredging will be included in the dredging pay prism, with a maximum dredging pay depth of -27 feet MLLW. No channel widening or framework modifications are included. The contractor shall dredge within designated areas, maintain an average daily production rate of 7,500 cubic yards, and pump dredged material distances exceeding 10,000 linear feet to designated placement sites. Lower and Middle James River shoals will utilize overboard placement sites near the channels, while Upper James River shoals will use government-furnished upland placement sites, including RDWT, Willis Road, Hatchers Island, Curles Neck, and Jones Neck. The work also includes earthwork activities such as spur and containment dike construction and management, grubbing, grading, seeding, spillway structure replacement at upland placement sites, and other preparatory work necessary to ensure effluent water meets state water quality requirements. The contractor shall coordinate with Port of Virginia maritime users to minimize impacts to vessel traffic, adjacent utilities, and ongoing dredging operations. Annual maintenance dredging is anticipated to generate up to approximately 2 million cubic yards of dredged material.
