Emergency Flood Response Services to provide rapid, on-call response to mitigate flooded building structures, components, systems, and contents across VA New England Healthcare System (VISN 1) facilities. Services include initial on-site assessment within four hours of notification; mobilization of qualified personnel, equipment, and materials; pumping and extraction of standing water from affected areas; removal and disposal of unsalvageable materials; drying and restoration of salvageable building materials, systems, and contents; and cleaning and disinfection of water-impacted interior spaces. The contractor shall develop and implement an Emergency Flood Response Plan with cost and schedule estimates, provide verbal status reporting to the Contracting Officer and COR, and commence approved mitigation activities within required timeframes. Work shall be performed 24/7/365 (including leap years) in compliance with all applicable federal, state, and local laws and regulations; OSHA, EPA, and VA/VHA requirements; infection prevention and control procedures; life safety and interim life safety measures; environmental compliance and waste management standards; and physical and information security requirements. The contractor must possess sufficient resources to respond to incidents impacting up to 200,000 square feet, maintain required IICRC/ACAC certifications and OSHA training for all personnel, coordinate with VA officials and CIH/IEP oversight as applicable, and provide all documentation, safety plans, permits, equipment, consumables, transportation, and disposal necessary to complete emergency flood response activities over a five-year period of performance.
