Work on this project includes all labor, equipment, and materials for sidewalk improvements, including installation of new sidewalk and removal and replacement of existing sidewalk. Bidders must be prequalified by the Illinois Department of Transportation (IDOT) and present an IDOT issued Certificate of Eligibility with the bid proposal. This project is being partially funded by the City of Evanstons Community Development Block Grant Program and is subject to compliance with federal regulations. Successful contractors and subcontractors must comply with Federal Labor Standards, the Davis-Bacon Minimum Wage Act, the Contractors Work Hours and Safety Standards Act, the equal opportunity provisions of Executive Order 11246, and all other applicable federal laws and regulations. Contractors and subcontractors must obtain a Unique Entity Identifier (UEID) number, must not be listed on the Excluded Parties List System in the System for Award Management (SAM), and must comply with the Build America, Buy America Act (BABA) which requires domestic content procurement preference for iron, steel, manufactured products, and construction materials. The project is also subject to Section 3 of the Housing and Urban Development Act, requiring affirmative action to train and/or hire lower income residents of the project area and subcontract with local small businesses.
