Demolition and site work for a municipal facility in Hammond, Indiana. Completed plans call for the demolition of a municipal facility.
Sealed bids are requested for the demolition of existing structures at 600 and 626-177th Street, Hammond, Indiana, including all structures, foundations, garages, outbuildings (unless excluded), dead trees, and all debris. This work must comply with federal and state laws, City of Hammond ordinances, and building codes. All basement floors and foundations must be removed, sewers plugged at the first hub inside the property line, and water lines capped at the property side of the buffalo box. Removal and cleanup must be completed within twenty-one days of obtaining the demolition permit. Clean sand fill and a four-inch layer of black soil are required to prepare the site for future development. The contractor must photograph the property before and after demolition and submit these with their invoice. Contractors must confirm the vacancy of the buildings and coordinate with local authorities and utility providers regarding service termination. An IDEM notice to proceed is required before demolition begins. Bidders must review available asbestos and environmental reports, include the cost of any required remediation in their bids, and cannot submit change orders for remediation not included in the original bid. Federal community development funding requirements apply (Section 3 of the HUD Act of 1968), including preferences for Section 3 businesses or workers. Bidders must not withdraw proposals for ninety days following submission. Proof of insurance, compliance with equal employment opportunity, and licensing are required. Instructions to Bidders are provided with the bid packet at the Inspections Department. Bidders are responsible for reviewing the demolition site and contacting the Hammond Department of Environmental Management for information on environmental remediation. Standard forms (Form 96, non-collusion affidavit) are required. All employees must be treated without discrimination, and contractors must participate in the Indiana Plan and Joint apprenticeship program if their bid is accepted. Conflict between this notice and General Specifications resolves in favor of this notice.
