The work, in general, will include construction of a masonry wellhouse building with pre-engineered wood roof trusses, well pump installation, well discharge piping and appurtenances, related HVAC, plumbing, and electrical systems, site work including asphalt paving, watermain installation, on-site generator installation, and SCADA system upgrades for the municipal water system. Proposals must be submitted on provided forms and accompanied by a bid bond equal to five percent of the proposal. Bids will be received and accepted via an online electronic bid service. All bidders must comply with Federal Davis-Bacon Act wage rates, minimum salary and fringe requirements, and other federal labor standards. Bidders are required to show good faith efforts to solicit bids from MBEs, DBEs, and WBEs and provide documentation of their outreach. The project is subject to American Iron and Steel requirements, and all iron and steel used must be produced in the United States, unless a waiver is applicable. Proposals may not be withdrawn for 30 days after opening, and the owner reserves the right to reject any or all proposals and waive informalities. Discrimination in employment is prohibited, and all federal labor laws apply.
