Site work for a water / sewer project in Freedom, Wisconsin. Completed plans call for site work for a water / sewer project.
The work will include drilling and driving a 24" casing (100 LF), drilling and driving a 16" casing (430 LF), a 15" open borehole (260 LF), 24-hour pump testing, and water sampling analysis with related work. Proposals must be submitted on the specified forms and accompanied by a bid bond from a bonding company authorized in Wisconsin equal to five percent (5%) of the proposal. Bidders must deliver the original bid bond within 72 hours of bid opening. All bids must be submitted via the Quest vBid electronic bid service. Bid documents must be downloaded from QuestCDN to add the bidder to the Plan Holder List and access online bidding. All official notifications and addenda will be available only through QuestCDN. Bidders are required to comply with Federal Davis-Bacon Act wage rates and related federal labor provisions, ensuring conditions of employment and minimum wage and fringe rates are met. Contractors and subcontractors must pay not less than the prevailing wage rates and fringe benefits as determined by the Secretary of Labor. There are also specific equal opportunity, minority, and women-owned business engagement requirements, including documentation of good faith efforts to solicit bids from MBEs, DBEs, and WBEs. At least 15 days prior to bid opening, bidders must contact five MBEs and five WBEs and submit documentation of those contacts with their bid. The project is also subject to the American Iron and Steel (AIS) requirements, meaning all iron and steel used in the project must be produced in the United States, with certain waivers applying. Proposals cannot be withdrawn for 30 days after opening, and the Freedom Sanitary District No. 1 reserves the right to reject any or all proposals and to waive informality.
