The contractor shall provide all personnel, management, supplies, transportation, equipment, and supervision necessary to perform initial and replacement upright headstone and flat marker setting; raise and realign upright headstones; fine tune alignment of upright headstones; and cleaning of upright headstones in accordance with National Cemetery Administration technical specifications and National Shrine Standards. Initial and replacement upright headstones and flat markers shall be set within eight days of receipt. Approximately 4,250 +-5 percent existing upright headstones annually shall be raised, leveled, reset, realigned, backfilled, and cleaned, with headstones grouped in sections identified by the National Cemetery Administration within the first month of the period of performance and completed within the one-year performance period. Fine tune alignment work includes bringing approximately 8,500 +-5 percent existing upright headstones into alignment within one degree plumb and visually aligned horizontally, vertically, and diagonally. Cleaning services include annual cleaning of all upright headstones using approved products and methods. All services must comply with National Cemetery Administration standards and include all submittals, reviews, quality control, punch list corrections, cleanup, invoicing, and closeout documentation within 365 calendar days from issuance of the Notice to Proceed. Option years may be included.
