The purpose is to obtain proposals from qualified firms to serve as the design consultant for a fiber optic communications network upgrade. The selected firm will produce a detailed PS&E package for bidding out construction. The project involves replacing the existing master system for traffic signal communications within specified project limits to allow signals to communicate with the Computerized Traffic Control System (CTCS). Work includes development and design of a fiber optic network, integrating with the existing Zone 12 network, and installing PTZ cameras for traffic monitoring in coordination with the police department. The City of Cincinnati is seeking proposals to replace the City's existing failing, locally controlled master system with a fiber optic communications network to allow for the existing traffic signals within the project limits to communicate with DOTE's Computerized Traffic Control System (CTCS). The design consultant is to design this fiber optic network and produce a detailed PS&E package which, upon completion, can be bid out for construction. Scope of services includes: - Development phase: preliminary field work, inventory of signal control equipment, analysis of existing networks, coordination for network connections, determination of fiber optic cable routing, development of IP network schemes, investigation of underground utilities, evaluation of wireless options, and creating Stage 1 documents. - Design phase: preparation of bid documents with plans, specifications, and construction estimates; finalizing routing of fiber optic cable; detailing pathways into city facilities; assignment of IPs for new equipment; creation of Stage 3 and final PS&E documents. - Construction oversight/administration: general oversight during construction, from pre-construction to testing, review of submittals and RFIs, and change order pricing. Coordination with City departments, utilities, and other stakeholders is required. Offerors and subconsultants must be pre-qualified with the Ohio Department of Transportation in Traffic Signal System Design and have experience developing and designing fiber networks for signal infrastructure, as well as other relevant traffic engineering services.
