Contractor must comply with HUD procurement requirements, Davis Bacon wage rates, local codes, and ADA standards. Quotes must include lump sum price, breakdown of labor, materials, and equipment, proposed start and completion dates, and proof of insurance. Award will be made to the lowest responsive and responsible contractor, considering price, past performance, ability to meet schedule, and quality of proposed materials. Contractor must sign HUD 5370 EZ upon award, and work must not begin until Notice to Proceed is issued.
