Project consists of replacing athletic field lighting to the Carlisle High School Stadium. The work includes all General and Electrical Work. Bids must be a lump sum basis for a single Combined Construction Contract as described in the specifications. Bidding Documents may be obtained at the designated printer's office or through their online plan room. Members of certain builders' associations may use non-cash security methods to obtain documents. After the award of the project, documents must be returned in reusable condition if obtained as hard copies. Bids must be submitted on the approved bid form provided. No oral, facsimile, electronic, or telephonic bids or modifications will be considered. Each bidder must accompany its bid with bid security in a separate sealed envelope, in an amount equal to five percent (5%) of the bid, in the form of a cashier's check, certified check, certified share draft, or bid bond as specified. The successful bidder must furnish, within ten days of award, proof of insurance and a performance bond and labor and material payment bond, each for 100% of the contract price. Should the successful bidder fail to furnish the required bonds, refuse to enter into a contract, or fail to meet requirements, the bid security may be retained as liquidated damages. No bidder may withdraw its bid for sixty (60) days after the bid opening. The contract may be awarded to the lowest responsive, responsible bidder. The right is reserved to reject any or all bids or any part thereof, and to waive informalities as allowed by law. Minority and Targeted Small Business participation is encouraged. Bidders must make a good faith documented effort to encourage the participation of Certified Iowa Targeted Small Businesses. Preference will be given to products and provisions grown or produced within Iowa. Resident bidder preference will be applied as required by Iowa law. Failure to submit a fully completed Bidder Status Form with the bid may result in rejection. All bids will be governed by the applicable provisions of the Iowa Code and district board policies.
