Sealed proposals are invited for furnishing all labor, equipment, materials, supplies, and supervision necessary for the construction of proposed park improvements as described in the plans and specifications. Plans and specifications may be examined without charge at the office of A.L. Franks Engineering. All prospective bidders must obtain a copy of the book no later than two working days before the bid opening. A hard copy may be purchased for $100.00, while a PDF is available for free upon request. No refunds will be made. Each bid must be accompanied by a certified or cashier's check, or an acceptable bid bond in an amount not less than five percent of the total bid as a guaranty. The successful bidder(s) must furnish a Performance and Payment Bond, each in the amount of the contract, from a surety company authorized to do business in Texas and satisfactory to the Owner. Bidders are expected to inspect the work site and inform themselves of all local conditions. The completion time is 75 calendar days, including all weekends and holidays. Bidders and subcontractors must have an active Unique Entity Identifier Number through www.sam.gov by bid opening day. A Texas Contractor's License is not required to bid, but the Contractor must be licensed at the time the contract is signed. No bid may be withdrawn for at least 60 calendar days after the scheduled closing time. The City reserves the right to interpret ambiguous bids in the most advantageous way or to reject them. The City also reserves the right to reject any or all bids, waive informalities, and award the contract to the proposal in its best interest. Award may be denied if the Statement of Qualifications is incomplete. Subcontractors must be acceptable to the Owner.
