Demolition and site work for a military facility in Tulsa, Oklahoma. Completed plans call for the demolition of a military facility; and for site work for a military facility.

Questions regarding this RFP should be submitted via email to roland.regan@dot.gov on or before April 15, 2026 at 3:00 PM Eastern Time. The FAA no longer uses the equipment and buildings at the identified facilities and plans to relinquish these properties following demolition, remediation, and site restoration activities. For leased properties with no co-located facilities, leases will typically be cancelled after demolition and restoration are complete. For government-owned properties, the FAA will sell or repurpose the sites for future government use. Prior to relinquishment, the FAA will remove environmental hazards, demolish or remove selected on-site structures and infrastructure, and restore disturbed areas. The DEN TANK is co-located within an active FAA facility complex; therefore, only the former tank and its related infrastructure will be removed from the property. The Contractor shall perform all work in accordance with applicable federal, state, and local requirements, following the most stringent requirement where inconsistencies exist. The Contractor shall prepare and submit a draft Demolition, Removal, and Restoration Work Plan within 10 business days following the kickoff meeting with Volpe Center representatives, and subsequently submit a final Work Plan. The Work Plan shall describe the technical approach and schedule for all demolition, debris removal, disposal, and site restoration activities, based on a thorough review of Government-furnished site survey reports. The Contractor shall remove and/or demolish on-site structures and infrastructure in accordance with the site survey reports and approved Final Work Plans, obtain all required local, state, and federal permits, complete required documentation, and pay applicable fees unless otherwise coordinated with the Government. Permit documentation shall be included as an appendix to the Work Plan unless previously discussed. Asbestos, lead-based paint, and PCB surveys were completed by licensed inspectors and provided as Government-furnished information. No asbestos-containing materials were identified at the facilities. Soil lead concentrations did not exceed FAA action levels at RVS and TJY OMs, and lead-based paint was not found on building materials; however, orange-painted OM antennas at RVS and TJY were not sampled and are presumed to contain lead-based paint and shall be handled and disposed of accordingly.
