Proposals are requested for the O'Brien Park Football Scoreboard. Sealed proposals must be submitted on specific forms provided by the Tulsa County Procurement Department. All submissions must include one original hardcopy and one electronic (PDF) copy, and must be complete with all required forms, signatures, and notarizations as guided by the Solicitation Checklist. Proposals over $50,000 require a certified check, cashier's check, or bid bond of at least five percent (5%) of the proposal amount, accompanied by a Power of Attorney for the bond signatory. A mandatory pre-bid conference will be held at the O'Brien Park Football Field, and only vendors who attend will have their proposals considered. All questions related to the bid must be submitted via email by the specified deadline. The County reserves the right to reject any or all proposals and to waive minor irregularities. Tulsa County Parks is seeking proposals from qualified vendors to furnish and install one (1) LED football field scoreboard at O'Brien Park. This will be a turnkey, lump.sum project inclusive of all materials, Equipment, labor, and installation necessary to deliver a fully operational system. PROJECT GOALS Provide a scoreboard system that meets specifications, ensures durability, complies with codes, and enhances game-day experience. Scoreboard Display Requirements o LED display for all numbers and indicators o Display must include: o Home Score o Guest Score o Quarter Indicator o Down o To Go o Timeouts Remaining o Possession Indicator Dimensions o Scoreboard shall not exceed 18 feet in overall width Controls o Wireless control system required o Must allow full operation, including power on/off o Minimum operational range of 300 feet Structural Mounting Requirements o Scoreboard shall be mounted on a freestanding steel support structure o Designed to meet all applicable wind load and structural requirements o Must comply with all applicable codes o Design and installation coordinated with and approved by Tulsa County Inspections Office Electrical Requirements o Tulsa County will provide electrical service and dedicated circuits to the installation location o Vendor shall provide all additional components, equipment, and accessories necessary for full operation beyond the County-provided service o Vendor responsible for ensuring complete and functional system integration
