The work includes pavement demolition, miscellaneous sitework demolition, grading work, new walks and drives, striping, signage, trash enclosures, and other items indicated on the plans and specifications. Bids must include all necessary labor, materials, and equipment. All bidders are advised to inspect the existing site conditions prior to submitting a bid. Any bidder who has not visited the site may have their bid rejected. For construction and equipment contracts over $25,000, bidders are required to submit a negotiable bid guarantee not less than five percent (5%) of the bid amount, in the form of a certified check, bank draft, U.S. Government Bond at par value, or a bid bond secured by a surety company authorized to do business in the state and acceptable to the government. Bidders should refer to HUD-5369 "Instructions to Bidders for Contracts - Public and Indian Housing Programs" for detailed instructions. Proof of authorization to sign on behalf of the company is required. The competency and responsibility of bidders will be considered in awarding the contract, and the owner reserves the right to reject any and all bids or waive irregularities in bidding. The contract will be awarded to the lowest responsive and responsible bid, if reasonable and in the interest of the Girard Housing Authority. Attention is called to equal opportunity provisions and payment of at least the minimum salaries and wages as set forth in the specifications. The contract is subject to Executive Order 11246, prohibiting discrimination in employment due to race, color, religion, sex, or national origin on federally assisted construction contracts, and to the provisions of Title VI of the Civil Rights Act of 1964. No bid may be withdrawn for a period of forty-five (45) days after bid opening without the consent of the owner.
