Question Deadline 04/21/2026 at 3:00 PM ET Division of Administrative Services Purchasing@dos.fl.gov The Department of State, Division of Administrative Services, is requesting a vendor to procure and install commercial Level 5 ballistic panels to provide high-level protection in the R.A. Gray Building located at 500 South Bronough Street, Tallahassee, FL 32399. A. Deliverable #1: Kick-Off Meeting A Kickoff Meeting must occur within three (3) business days of the execution of the contract. It may occur virtually or in person and should be organized by the Respondent with invitations sent to the DOS Contract Manager or designee. In attendance include the Respondent's Project Manager or designee for the project, and key staff assigned to oversee major areas of the project. The purpose of the meeting is to discuss the project and refine specific areas that need to be addressed by the project, clarify any areas of the project, discuss the project timeline, and answer questions by either party B. Deliverable #2: Pre-construction Services The Respondent shall conduct site verification and field measurements of all designated installation areas. The Respondent will review all existing conditions and hold a pre-construction meeting with the DOS Contract Manager. The Respondent shall provide stamped shop drawings, product data and ballistic certification documentation, work phasing and logistic plan to be reviewed and approved by the DOS Contract Manager. In addition, the Respondent shall coordinate work hours and access requirements with the DOS Contract Manager. The Respondent shall provide ballistic-resistant interior panels and all materials required for installation. Panels shall be fitted in windows and must be made of a material that is transparent. Deliverable #3: Installation of Panels The installation process shall include, but not limited to: 1. Selective demolition of interior finishes; 2. Modification to framing to accommodate panels; and 3. Installation of panels 4. Reinstallation/ replacement of finishes to match existing conditions. The Respondent shall coordinate the security systems, protect the existing conditions like adjacent finishes, furniture, and equipment. The Respondent shall ensure dust control, and flooring protection are adhered to where required. The Respondent shall ensure disruptions and heavy impactful activities are minimized and are scheduled outside of regular office hours. The work shall be phased to allow continuous occupancy of the facility. The Respondent shall provide a detailed schedule identifying work zones, durations of each phase and expected occupant impacts. All personnel must comply with building security protocols and must pass and Florida Department of Law Enforcement (FDLE) background check. The Respondent shall ensure installation complies with manufacturer requirements and Underwriters Laboratories (UL) rating standards. The Respondent shall conduct inspections and provide reports of installation and correct deficiencies prior to concealment of work. The Respondent shall provide as-built drawings, product warranties, ballistic certification documentation. Final cleaning of work is required and the installation/ repair of existing finishes must be approved by the owner prior to submitting final payment request. April 28, 2026 2:00 P.M.
