The contractor shall furnish all labor, equipment, supplies, and supervision of labors necessary to complete the work. This project includes the removal and replacement of approximately 3,750 square feet of 4-inch concrete sidewalk in the City of Elyria downtown area (West Ave and 2nd St). All contractors and subcontractors involved will, to the extent practicable, use Ohio products, materials, services, and labor in the implementation of this project. Domestic steel use requirements as specified in Section 153.001 of the Revised Code apply to this project. The contractor and any subcontractor must comply with prevailing wage rate requirements on public improvements as determined by the Secretary of Labor in accordance with Federal-Aid requirements. All work shall be carried out in compliance with all federal, state and local laws, rules and regulations that apply to the work. All bidders must comply with the provisions of Chapter 167 of the Elyria Codified Ordinances as amended and must submit an acceptable Affirmative Action Plan with the bid submission. Each bid must contain the full name of the party or parties submitting the proposal and all persons interested therein. No proposal will be considered unless it is made on the blanks furnished by the City. The City reserves the right to waive any technicalities or informalities, to reject any or all bids received, and to accept any bid with any combination of alternates which is deemed most favorable to the City of Elyria, Ohio.
