The Bids shall be on a lump-sum basis. Proposals must be upon the forms furnished by the Authority and must be accompanied by a certified check or bank draft, payable to McKeesport Housing Authority, negotiable U.S. Government Bonds (at par value), or a satisfactory bid bond executed by the Bidder and an acceptable surety, in a dollar amount equal to ten percent (10%) of the total bid. The Authority reserves the right to reject any or all bids and to waive informalities in the bidding, and to consider the competency and responsibility of the Bidders in awarding the contract. No bid shall be withdrawn for a period of 60 days subsequent to the opening of the bids without the written consent of the Authority.
