Proposals are requested from qualified firms or individuals to provide engineering services related to an application for a sewer and/or drainage infrastructure project. The scope of work includes preparation of a preliminary cost estimate and preliminary engineering report for the application. If the grant is awarded, responsibilities will also include preparing plans and specifications; distributing bid documents; assisting in bid opening and preparing bid tabulation; assisting in the execution of construction contracts; holding a pre-construction conference; performing construction inspection including periodic reports to the City of Baldwyn; and approving all payment requests. Engineering services must be performed through project closeout in compliance with federal, state, and local laws, regulations, and policies. Proposals must be submitted in a sealed envelope and marked accordingly. Proposals will be evaluated based on Qualifications, Experience, and Capacity for Performance, which must be addressed in detail: qualifications of assigned personnel, firm experience and previous projects, and number and title of staff to be assigned.
