The West Sacramento Area Flood Control Agency (WSAFCA) is soliciting proposals from qualified firms or individuals ("Proposer") to provide geotechnical subsurface explorations, laboratory testing, and prepare a final report of findings that will inform the United States Army Corps of Engineers (USACE) design for the Sacramento River North West Levee (SRNL) erosion protection and levee improvements project. More details on WSAFCA's needs for this work are provided in the Scope of Work. The SRNL extends for approximately 5.8 miles along the west bank of the Sacramento River from the Sacramento Bypass South Levee to the Stone Locks east gate/closure structure. These geotechnical subsurface explorations will be done in close partnership with the USACE/Corps as the data will be evaluated by them for the design of future erosion protection and levee improvements. WSAFCA will negotiate a contract for these services based on the most qualified proposal. Question Deadline 04/30/2026 at 5:00 PM PT Question Response Deadline: May 1, 2026, 5:00pm Each qualified Proposer is to submit a proposal in conformity with the terms of this Request for Proposal ("RFP") by the deadline below ("Proposal"). The Proposer selected by the WSAFCA pursuant to the terms of this RFP and the Agency's contracting procedures, if any is selected, is referred to herein as "Contractor." This RFP describes the SRNL background, scope of services, submittal instructions and schedule, and selection criteria. WSAFCA will provide right of entry (ROE) agreements and/or conditions to the Contractor with which they must comply. For samples drilled on City of West Sacramento property, a right-of-entry license will be required between the Contractor and West Sacramento as shown in Exhibit B. WSAFCA also reserves the right to extend the Contract for up to 2 additional 1-year terms (individually, "Extension") upon the same terms and conditions as parties agreed to in the Contract. Thus, parties agree the Contract may be for a total of 5 years upon the same terms and conditions as parties agreed in the Contract.
