The South Dakota Department of Transportation (SDDOT) is soliciting statements of interest and qualifications from consulting firms for both State and Local Government projects. The purpose is to allow additional consultants to apply to join the existing list, in each category of work, for which the SDDOT will enter into a Pre-Qualified Consultant Retainer Agreement for the remaining years of the 2026 – 2028 contract. The Retainer Agreements are an indefinite-quantity contract. Any work orders issued during the term of these Agreements and not completed within that period will be completed within the time specified in the work orders. If a firm did not apply for that category of work in 2025, or if significant changes have been made to the firm’s qualifications, they may apply in this interim year. The SDDOT will rank all submissions and if a firm exceeds the rank of the lowest ranking firm already on the list, that firm may be added for that category. The SDDOT will determine the number of firms selected in each category of work based on the anticipated workload and the qualifications of the firms submitting SD DOT form 925. Pre-qualification requirements: Firms will be evaluated using the following criteria: (1) Specialized expertise, capabilities, and technical competence as demonstrated by the proposed approach and methodology to meet the project requirements. (2) Resources available to perform the work, including any specialized services, within the specified time limits for the project. (3) Record of past performance, including price and cost data from previous projects, quality of work, ability to meet schedules, cost control, and contract administration. (4) Availability to the project locale. (5) Familiarity with the project locale. (6) Proposed project management techniques. (7) Ability and proven history in handling special project constraints.
