The scope of work consists of the rehabilitation of Runway 2-20 and Taxiway E South per FAA specifications, including but not limited to, profile milling, asphalt overlay, reconstruction of a section of Runway 2-20, earthwork, pavement markings, taxiway lighting, and sign modifications, along with other related items of work. Instructions to bidders include the following: - Contract documents are available at the office of the Engineer, Halff Associates, Inc., or for download via QuestCDN.com (Project #10150764) for a fee. - Addenda to the bid package will be issued through QuestCDN only; all prime bidders are responsible for registering and downloading documents to be included on the Plan Holders List. - Proposals must be accompanied by a proposal guaranty in the form of a bid bond from a reliable surety company, or a certified/cashier's check drawn on a National Bank or a bank with Federal Reserve System membership. - The proposal guaranty must be at least five percent (5.0%) of the total bid amount, made payable without recourse to the Fort Smith Airport Commission as a guarantee of contract execution and provision of payment and performance bonds within fifteen (15) calendar days after contract award notice. - Required contract provisions for FAA AIP construction projects are included in the contract documents and cover requirements such as Affirmative Action, Buy-American Preference, Civil Rights - Title VI Assurances, Davis-Bacon Labor Provisions, Debarment and Suspension, Disadvantaged Business Enterprise, Federal Fair Labor Standards Act, Foreign Trade Restriction, Lobbying, Prohibition of Covered Unmanned Aircraft Systems, and Procurement of Recovered Materials. - The contract is subject to 49 CFR Part 26 requirements, including a good faith effort to subcontract at least 12.65% of the dollar value of the prime contract with DBE firms. - Contractors must provide written notification to the Director of the Office of Federal Contract Compliance Programs within 10 working days of any subcontract in excess of $10,000. - Davis-Bacon Act and Federal Fair Labor Standards Act wage rules apply. - No proposal may be withdrawn within 90 calendar days of opening. - Award is contingent on sufficient funding from the Federal Aviation Administration. - The Fort Smith Airport Commission reserves the right to reject any or all bids and to waive technicalities or irregularities in the bids. - The successful bidder must furnish a payment and performance bond in an amount equal to 100% of the total contract price from an approved surety company licensed in Arkansas.
