Proposals are requested for paving and associated work items for roads in the Town of Williston. All proposals must be submitted via email with "FY 2027 PAVING PROPOSAL" in the subject line. The quantities of proposed items are approximate and may be increased or decreased at the Town's discretion after acceptance of the proposal, or the Town may reject any or all proposals, waive informalities, or accept any proposal deemed in the best interest of the Town. The proposed prices will be in effect for purchases between July 1, 2026, and June 30, 2027. Work must result in a superior finished product in both performance and longevity, using modern lay-down equipment. Pricing should be based on the unit cost of in-place tons, including material purchasing, sweeping, construction zone signage (as per MUTCD), certified flaggers, RS-1 application, and asphalt mix placement, including grinding of joints. The selected contractor must commence work within two weeks of notification but not before July 1, 2026. All bidders must be on the current VTRANS pre-qualified contractors list for Surface Rehabilitation and must conform to Vermont Agency of Transportation Specifications. Evidence of insurance is required prior to award, including contractors liability insurance, workers compensation, general public liability and property damage insurance, and vehicle coverage, all meeting specified limits. The Town reserves the right to make changes, substitutions, additions, or reductions in the scope of work. Mix designs and specifications will be determined by the Public Works Director prior to lay down, and RAP materials shall not exceed 25% in any hot mix application. All overlay and paving 1.5" and over shall use Type 3 mix. Price adjustment provisions are provided for asphalt cement based on Vermont Agency of Transportation index prices, with adjustments calculated per roadway and credited or debited on the final invoice. All unit costs must include all required materials, labor, and services as outlined.
