The objective is to provide TriMet with availability of specialty disciplines for individual projects, specifically for Rail Signals Engineering, Testing Support, and Commissioning Oversight Services. The contract is task-order based, covering both planned and urgent, unplanned signal system situations impacting TriMet operations. Services required include preparing technical specifications and drawings for projects and system modifications related to TriMet’s Signal and Train Control System; providing specialized support to integrate, design, and troubleshoot interlockings and elements like wayside signals, train-to-wayside communications, automatic train stops, power/audio frequency track circuits, grade crossing warning systems, and redundant power systems; performing safe braking analyses; providing expertise for design, programming, management, and testing support for approved PLCs; developing operating and maintenance procedures; providing cost estimates; commissioning, installation, and termination oversight as well as testing support; conducting construction observation and audits; and preparing as-built documentation. All deliverables, such as design reports, specifications, drawings, updates, and test reports, must be compatible with TriMet’s systems and provided in both hard copy and electronic format. Proposals must address expertise within the stated disciplines and demonstrate the ability for timely on-call response without delay. Submissions must include a work plan addressing each outlined service topic, statements on local/small business mentorship and workforce programs, and descriptions of personnel experience, business practices, and availability in Portland. The proposal must not exceed fifteen pages, excluding required forms, and be organized by specified sections. Resumes of key personnel do not count toward the page limit. All proposals will be evaluated based on corporate experience, personnel experience, work plan (including quality control and small business utilization), and availability/track record in Portland.
