Sealed proposals are solicited for furnishing all labor, materials, equipment, transportation, and services for Rectangular Rapid Flashing Beacon installation, striping and markings, and related appurtenances along Elderwood, Westfield, Mulberry, Putnam, Westfield, Orange, Pioneer, and Prospect, in accordance with plans and specifications. Instructions to Bidders: Proposal forms may be inspected and electronically downloaded at no cost from the Public Purchase website. No bid will be accepted from a bidder who has not registered as a plan holder on this website. Each proposal must be accompanied by a certified check, cashier's check, or bidder's bond in the amount of ten percent of the bid made payable to the City of Porterville. All applicable provisions of the State Labor Code must be followed. Contractors and subcontractors must register with the California Department of Industrial Relations. Affirmative action and non-discrimination in employment practices are required. Bidders must hold a current Class A, General Engineering, State of California Contractor's license. The City reserves the right to reject any or all bids. The successful bidder must furnish performance and labor and materials bonds each for 100% of the contract amount. The contractor has 60 working days from the notice to proceed for project completion, with liquidated damages specified for delays. Five percent retention will be withheld, subject to conditions specified. A log of borings is provided in the appendix to assist with establishing soil types.
