Demolition, site work, paving and new construction of a bridge / tunnel in Little Valley, New York. Completed plans call for the demolition of a bridge / tunnel; and bridge / tunnel.
The work includes providing all labor, materials, machinery, tools, equipment and other means of construction necessary and incidental to the completion of the work shown and described in these plans and specifications including, but not necessarily limited to the following: Removal of the existing bridge and replacement with a new bridge; approach highway work; maintenance and protection of traffic and whatever incidental work that may be necessary to completely and satisfactorily complete the project. Bids to be considered must be received in a sealed envelope at the designated location by the specified date and time. All sealed envelopes should be clearly labeled with the appropriate bid number and project identification. Bids received after the noted time will not be accepted. This is a Federal Aid project and NYSDOT Standard Specifications, officially finalized and adopted on January 1, 2026, as posted on the New York State Department of Transportation’s website, must be followed by the successful bidder. There are specific EEO employment goals, but no DBE, M/WBE or SDVOB goals for this project. The use of the NYSDOT approved civil rights reporting software, Equitable Business Opportunities (EBO), is required. No residential or geographical restrictions will be in effect for this project. Federal requirements take precedence over state and local requirements unless the latter are more stringent. Contract Documents, including the Invitation to Bidders, Instructions to Bidders, Wage Rates, Bid Documents, Agreement, Special Notes, Specifications, Contract Drawings, and any Addenda may be examined at specified locations during business hours or through the designated website. No questions or inquiries regarding this bid will be accepted within three business days prior to the bid opening. Contractors obtaining documents from sources other than the issuing office must notify the issuing office to be placed on the official Plan Holder List. Bids from contractors not on this list will not be accepted. Addenda will be emailed to bidders on the official Plan Holders List and must be acknowledged according to instructions. All bids must include the completed Bid Form, relevant certifications, and a Bidder’s List with information about all quotes received from DBE and non-DBE subcontractors. Bid security in an amount not less than five percent of the bid is required. Bidders must be registered with the NYS Department of Labor prior to submitting a bid, or the bid will be considered non-responsive. The contract awardee must furnish performance, payment, and guarantee bonds for 100% of the accepted bid and have proper documentation on file with NYSDOT before award. The successful bidder must also comply with all Federal Government Equal Employment Opportunity clauses and pay prevailing wage rates. The County reserves the right to consider bids for forty-five days after receipt, to waive informationalities, and to reject any or all bids. All bids are subject to final approval before any award is made.
