Reference number: 20138801 Deadline for receipt of complaints 2026-05-07 Description The Cree Nation of Mistissini invites you to submit a bid for the implementation of a community infrastructure project. Here is a summary of the project: - Expansion of existing aerated lagoons and renovation of the technical building; - Expansion of aerated lagoons 3 and 4, including the installation of a waterproof geomembrane and the construction of a dike; - Installation of a new aeration system for the aerated ponds (aerators, aeration pipes, blowers, etc.) to improve oxygenation and biological performance; - Installation of a new diphosphatase system, including a chemical storage tank, a dosing system, piping, and a mixing chamber; - Construction of a sludge dewatering platform, including the installation of a waterproof geomembrane; - Pumping, transfer, and dewatering of sludge from the aerated ponds into geotubes; - Repair of non-functional valves, replacement, relocation, and addition of manholes and bypass pipes; - Installation of flow meters in the chambers; - Upgrading and modification of the building (mechanical, structural, architectural, and electrical); - Instrumentation and control; - Relocation of the existing ditch, including reprofiling and reconstruction of the perimeter drainage; Work is scheduled to begin on July 6, 2026. 7.3 Total Contract Duration The Contractor has a maximum period of two (2) years for construction, from July 2026 to November 2027, to complete all work covered by this contract, including all related work necessary for the proper functioning of the structures. The Contractor must perform this work without interruption and with due diligence to complete it within the time limits stipulated in the contract. 7.4 Mandatory phasing of the work (contractual milestones) The work must be carried out in accordance with the following phasing. Failure to meet the milestones constitutes a breach of contract. Phase 1 - Year 2026 Period: July 6 to November 27, 2026 Minimum work to be completed no later than the end of Phase 1: - Complete and functional construction of the wastewater dewatering platform. - Replacement of the aeration systems in aerated lagoons 1 and 2. - Minimum commissioning to ensure the safe operation of existing structures. Completion of Phase 1 is an essential condition for the continuation of work in Phase 2. Phase 2 - Year 2027 Period: Spring 2027 to November 27, 2027 Work to be completed no later than the end of Phase 2: - Expansion of Ponds 3 and 4. - Installation of aeration systems for Ponds 3 and 4. - Complete installation of the diphosphatase system.
