The work consists of providing asphalt emulsion and seal coat products under a commodities Indefinite-Delivery, Indefinite-Quantity contract to support facility and roadway projects. The requirement supports streamlined procurement of asphalt emulsion and seal coat materials for use as needed during the ordering period from 1 May 2026 through 30 April 2031. The scope includes brand-name products GSB-78 and GSB-88, as justified, which must be mixed, maintained in specialized containers, and applied immediately upon delivery. Products cannot be ordered and shipped for storage, as they require specific handling and temperature controls to ensure proper flow and spray application, including minimum temperature requirements for CSS-1 at the time of acquisition. The contractor shall furnish materials in a manner that supports immediate use, as the Government does not have the capacity to store or continuously heat these products beyond limited volumes.
