Questions shall be received Avon Park is requesting proposals from qualified individuals or firms to provide grant administration services for Community Development Block Grant-Disaster Recovery (CDBG-DR) for Project MS014 Sanitary Sewer Upgrades ($22,248,529.00), contingent upon approval by the Florida Department of Commerce. Grant writing services include reviewing existing project information, developing a complete application, providing recommendations, advising on fund leveraging, identifying needs for enhancement, writing the application, and providing technical assistance. Program management services include conducting environmental reviews, coordinating with funding agencies, developing and administering contracts, managing program funds, public record system development, Davis-Bacon and Uniform Relocation Act compliance, technical services management, generating agency reports and certifications, coordinating and conducting public input, reporting, providing technical assistance, and preparing annual and closeout submissions. Disaster project activities are expected to include housing rehabilitation and flood mitigation. Any proposals received after the stated deadline will not be considered, and it is the bidder’s responsibility to ensure timely delivery. Proposals will be reviewed, ranked, and negotiated in order based on specified criteria, and the process will be open to the public.
