The City of McAllen is soliciting electronic bids for the purchase and delivery of 1,075 tons of Type "D" Hot Mix Asphaltic Concrete for the Zavala Subdivision Pavement Improvement Single Machine Repaving (CDBG) project. The solicitation is for the purchase and delivery only. All bid responses must be submitted electronically through the City of McAllen's bidding portal. Original, hard copy, and/or late bids will not be accepted. To view the solicitation and submit a bid response, registration in the City's bidding portal is required. Solicitation documents are only available through the portal; they will not be mailed, emailed, or provided in person. Once registered, bidders will be added to the solicitation distribution list for any changes or additions via Addenda form. This project is partially funded by Community Development Block Grant funds and is subject to federal requirements, including Executive Order 11246, Clause 3 of the HUD Act of 1968, Title IV of the Civil Rights Act of 1964, Title VII of the Civil Rights Act of 1968, Section 109 of the Housing and Community Development Act of 1974, the Davis-Bacon and Related Acts, as well as state laws and regulations. The successful bidder must ensure non-discrimination based on race, color, religion, sex, age, or national origin for employees and applicants for employment. The City of McAllen reserves the right to refuse and reject any or all bids, waive any or all formalities or technicalities, accept the bids considered the best value to the City, and to hold the bids for a period of sixty (60) days without taking action.
