The work includes an "As Required" contract for the removal of Scrap Rail, as well as Other Track Materials, Frogs & Switches, and Trolley Street Rail. Scrap will be housed at various locations and removal will be requested via truck pickup once the quantity reaches capacity. Street Rail locations will be project specific and may require dumpsters on site. Payment will be required in full for each load according to contract terms. Bids must be submitted in a sealed envelope with the company's name and address, SEPTA bid number, and Bid Title clearly identified on the exterior. The envelope must be mailed or hand-delivered to the specified address. Hand-carried bids must bear a SEPTA time stamp indicating receipt on or before the specified bid opening time; bids without the proper time stamp may be rejected. No bids submitted after the specified time will be opened or considered. Each bid must remain firm for at least ninety (90) days from the bid opening date and may not be withdrawn in whole or in part during that time. By submitting a bid, the bidder certifies that the bid price is held firm for that time and any extension thereof. All bidders must certify compliance with Executive Order 12549 (ineligible contractors), and the contractor will be required to comply with all Equal Employment Opportunity laws and regulations. Disadvantaged business enterprises will be afforded full opportunity to submit bids and will not be discriminated against on the grounds of race, sex, color, or national origin in consideration for an award. SEPTA retains the right to reject any and all bids as determined to be in its best interest. Any change, modification, or clarification to the contract documents can only be made by a written Addendum issued by SEPTA.
