The work consists of deferred maintenance projects of varying types. Scope includes improving accessibility between the Vet Tech facility and Gaston Caperton Center, removal of the entry arch element on Gaston Caperton Center, improving site drainage, and cleaning the building façade. Further detailed work is outlined in the contract documents. All work includes providing labor, material, equipment, supplies, and transportation necessary to complete the project. Instructions to bidders: Bids must be submitted according to the bidding documents issued by the architect and on the provided form of proposal. Hard copies of documents can be obtained by paying the actual cost of printing, binding, and mailing (non-refundable). Bidding documents can be examined at specified viewing depositories. Bidding documents will be available on a specified date and may be accessed online by prime contract bidders by contacting the architect's representative via email. All bidders must attend a mandatory pre-bid meeting to familiarize themselves with the project site and conditions; failure to attend results in bid disqualification. Subcontractors and material suppliers are encouraged to attend. Sealed bids must be received at the designated location by the stated deadline. Bids delivered by UPS/FedEx go to the mail room; hand deliveries go to the specified address. Bids delivered via U.S. Postal Service may not arrive on time and are not recommended. Late or electronically transmitted bids will not be accepted. The owner reserves the right to accept or reject any or all bids. All applicable federal, state, and local laws, rules, and regulations apply. The successful bidder must execute and return contract documents within ten days of the owner’s notice of intent to award. Work must begin upon notice to proceed and be substantially complete within the specified contract time, with final completion within 30 days of substantial completion. Liquidated damages of $500 per day apply for delays in substantial completion, and half that amount plus any additional fees apply for delays in final completion, with certain allowances for documented delays beyond the contractor’s control. RFIs must be submitted via the online form provided by the Architect (https://tinyurl.com/OmniCaperton2026). Bid Phase RFIs will be accepted until close of business on May 13, 2026.
