This Request for Proposal (RFP) by the County of Kings is seeking qualified firms or consultants to provide construction inspection and materials testing services for a roadway improvements project in Kings County. Project Overview In 2019 the County of Kings conducted a geotechnical investigation to determine the alternatives for rehabilitation or reconstruction of the Avenal Cutoff Road south of SR-198. Based on the geotechnical investigation, Full-Depth Reclamation with cement (FDR-C) was the selected alternative to reconstruct a 15-mile roadway segment at Avenal Cutoff Road. FDR-C at Avenal Cutoff Road was conducted in different phases of construction. In 2024, the County constructed Phase I which consisted of the reconstruction of 4.5 miles of Avenal Cutoff from SR-198 to just south of 25th Avenue. Phase II consisted of the construction of roughly 4.7 miles starting at the location where Phase I ended (just south of 25th Avenue) to approximately 1 mile north of 30 th Avenue. Phase III will include the remaining portion from north of 30 th Avenue to the California Aqueduct, a segment of approximately 6 miles. 2. Existing Facility The existing site includes an approximate 6-mile-long roadway segment along Avenal Cutoff Road from 1 mile north of 30 th Avenue to the California Aqueduct in Kings County. The existing roadway sections consist of asphaltic concrete (AC) over aggregate base and/or oiled subbase over native soils.
