The project contains 1.6 miles of 5-foot-wide bike lanes with a 2-foot concrete separator between the bike lanes and the adjacent drive aisle on East Bay Drive from Highland Avenue to approximately 1/4 mile West of Belcher Road. During preliminary engineering coordination with FDOT on their East Bay Drive resurfacing project in 2022, City and Forward Pinellas staff asked to explore the feasibility of adding bike lanes. In May 2024, FDOT shared a preliminary design with City staff to narrow drive lanes from 12-13 feet to 11 feet, reduce the posted speed limit to 40 miles per hour, and construct 5-foot bike lanes in both directions within the resurfacing project's limits. FDOT offered a $2,491,000 City funded alternative to design and construct an additional 2-foot striped buffer for additional cyclist safety by narrowing the medians from 19.5 feet to 15.5 feet. FDOT provided a $445,000 alternative to construct 2-ft-wide concrete separators throughout the project limits with 50% FDOT cost share provided the City enters a maintenance agreement with FDOT to maintain the bike lanes. Breaks in the separators would be provided at business driveway entrances and at bus stop locations. The project is included in the City's 2026-2030 Capital Improvement Program (CIP).
