This requirement is for Parking Garage Maintenance and Repairs at the James H. Quillen Veteran Affairs Medical Center parking garage, Building 213. The work includes comprehensive maintenance services consisting of pre-cleaning preparation, power washing, surface cleaning, restriping, and structural weld repairs to maintain safety, functionality, and appearance of the parking structure. Pre-cleaning preparation includes site inspections to identify high-traffic areas and problem spots such as oil, grease, or gum; coordination with the Contracting Officer Representative to establish work schedules that minimize disruption; installation of safety signage, barriers, and cones; protection of sensitive areas; and removal of dirt, trash, and debris from the site. Power washing services require the use of professional-grade equipment with adjustable pressure suitable for concrete surfaces, utilizing hot water and eco-friendly, biodegradable degreasers or detergents as needed. Cleaning includes all designated surfaces such as concrete decking totaling approximately 206,060 square feet, curbs, wheel stops, interior and exterior walls up to four feet, ramps, and entry and exit points, ensuring even and uniform results. Post-cleaning activities include final walkthroughs with the COR, removal of all equipment and safety controls, and submission of a brief report noting completed work and any observed issues requiring follow-up. The scope also includes re-striping all parking spaces, directional arrows, crosswalks, handicap spaces, fire lanes, and other required markings across all garage levels. Services include quarterly inspections, surface preparation, use of high-quality traffic paint compliant with applicable regulations and ADA standards, application of markings with consistent dimensions, and quality control to ensure clean, accurate, and durable results. Work must be performed after hours or on weekends as required, with full adherence to OSHA safety standards and traffic control requirements. In addition, the contractor shall perform weld repairs on identified failing welds, particularly steel stiffener plates. This includes assessment and documentation of damaged areas, preparation and execution of welding repairs in accordance with American Welding Society standards, finishing and application of protective coatings, and quality assurance inspections. All work must be coordinated to minimize disruption to patient parking, include proper safety controls, and conclude with site cleanup and documentation of completed repairs. The contract is structured as a firm-fixed-price service with a base period and four one-year option periods.
