Demolition, environmental remediation and asbestos abatement for a multi-residential development in Pocatello, Idaho. Completed plans call for the demolition of a 2,000-square-foot, three-story above grade multi-residential development; for environmental remediation for a multi-residential development; and for asbestos abatement for a multi-residential development.
The project includes environmental hazard abatement and interior demolition at a City-owned residential property. The property is a three-story building that is approx. 2,000 SF with a combination of drywall/lath and plaster walls. Lead Based Paint (LBP) was confirmed by XRF testing. Asbestos Containing Materials (ACM) have been confirmed in the main level kitchen sheet vinyl and on the exposed HVAC duct tape. There is a history of prolonged water intrusion and mold presence. The purpose of this project is to remove identified environmental hazards including: Lead Based Paint (LBP), Asbestos Containing Materials (ACM), Presumed Asbestos Containing Material (PACM), and Mold Impacted Building Materials. Interested bidders must submit questions in writing to Andrew Mikesell at amikesell@pocatello.gov. Questions will be accepted until April 27, 2026 until 5:00PM MT. All responses to questions will be issued via addendum and posted on the project bid page: https://pocatello.gov/Bids.aspx The City is soliciting bids from qualified contractors to perform environmental hazard abatement and interior demolition at a City-owned residential property. The structure will remain in a non-habitable, demolition-ready condition upon completion. The purpose of this project is to remove identified environmental hazards including: Lead Based Paint (LBP), Asbestos Containing Materials (ACM), Presumed Asbestos Containing Material (PACM), and Mold Impacted Building Materials. Bidders must meet the following requirements: Certified Lead Abatement Contractor and Licensed Asbestos Abatement Contractor. Proof of qualifications must be submitted with bid. All work shall be completed in accordance with any federal, state, or local requirements. Work Sequence o Establish general dust control measures o Perform interior demolition (LBP and mold-impacted materials) o Expose HVAC ductwork o Establish asbestos containment o Perform asbestos abatement (duct insulation) o Perform asbestos abatement (kitchen flooring) o Final cleaning Lead Abatement - Component Removal o Remove all interior wall systems (drywall, plaster, lath) o Remove ceilings as required o Remove trim, baseboards, casings o Remove cabinetry and fixtures obstructing wall access o Remove materials necessary to expose ductwork o All debris shall be treated as lead-contaminated waste. Integrated Material Removal All demolition shall include removal of materials impacted by: o Lead-based paint o Mold o Water damage Limited Mold Handling o Remove all porous materials during demolition o HEPA vacuum exposed framing Asbestos Abatement - HVAC (PACM) All duct insulation materials shall be treated as Presumed Asbestos Containing Material (PACM), including: o Duct tape o Insulation o Similar materials Contractor shall: o Remove all visible and concealed duct insulation o Use full asbestos containment o Properly dispose of all ACM Asbestos Abatement - Kitchen Floor o Remove sheet vinyl and mastic o Use full containment o Dispose of ACM properly Temporary Barrier o Install 2x4 framed barrier at kitchen entry o Cover with polyethylene sheeting Cleaning o HEPA vacuum all accessible surfaces o Remove all debris and waste Waste Disposal Contractor shall dispose of: o Lead-contaminated debris o Asbestos materials o General demolition waste o Provide disposal documentation Project Conditions o Approx. 2,000 SF residential structure o Three-story building o Combination drywall and plaster/lath construction o Confirmed LBP via XRF testing o Confirmed ACM duct tape and kitchen sheet vinyl o History of prolonged water intrusion and mold presence o No potable water service available on site o Electrical service may be limited and not suitable for full construction use
