Update 1 June 2026: Late RFI: The Virginia Electrical Code is based on NFPA 70 (2020 Edition) with state amendments, adopted through the 2021 Virginia Uniform Statewide Building Code. NEC 230.70(A)(1) requires the service disconnecting means to be installed at a readily accessible location either outside the building or inside nearest the point of entrance of the service conductors. On Sheet E-110, the new service-rated disconnects ATS-A and ATS-B appear to be located in a room separated by a wall from the room where the service conductors enter the building. The service conductors appear to route across the wall prior to termination at the ATS units. Please confirm that the proposed configuration is compliant with NEC 230.70(A)(1), or advise if any modifications to the installation are required for compliance. Answer: This is a federal installation and therefore the UFC adopts the 2026 NEC, not the Virginia Electrical Code. All work must comply with the 2026 NEC. The building is not supplied by a utility and therefore, by definition in the NEC, the conductors entering the building are feeders, not service conductors. The equipment is not considered service equipment. 2026 NEC, 225.31(B) exception #1 allows the disconnecting means for the building to be installed in the location shown on the plans. RFI's: All building power outages are to take place on weekends, holiday breaks, or times when there will be no occupants in the building. Correct. As this building will be occupied, we cannot have power interruptions during normal working hours. Please confirm per the site visit comments - Contractor is not required to provide backup generators or backup power for weekend outages to take place. Confirmed. The contractor is not required to provide a backup generator or power for weekend outages. Provide all material, labor, supervision, tools, equipment, transportation, and incidentals necessary to perform generator tie-in construction work at Defense Supply Center Richmond. The work shall be completed under a firm-fixed-price construction contract in accordance with FAR Parts 14 and 36 and all applicable plans, specifications, and Department of Labor wage determinations. The contractor shall mobilize from a physical office located within 120 miles of the installation and complete all required construction activities safely and satisfactorily within 365 days from issuance of the Notice to Proceed. Work shall begin within 10 calendar days of the Notice to Proceed and be prosecuted to completion within the specified period of performance. All construction shall comply with applicable federal requirements, including bid guarantee, bonding, inspection, site access, security procedures, and liquidated damages provisions, and shall result in a fully completed and operational generator tie-in system. The contractor shall begin 10 performance calendar days and complete it within 365 calendar days. the estimated Magnitude of Construction for this project is between $1,000,000 and $5,000,000.
