Electronic bids will be received by the Ohio Department of Natural Resource's Division of Mineral Resources Management (ODNR-DMRM) for furnishing the materials and performing the labor for the execution and construction of UPC South 2026, Project Number UPSO26, in accordance with the plans and specifications prepared by ODNR-DMRM. A mandatory pre-bid meeting will be held at the project site. Copies of the plans, specifications, proposal forms, project description, and map will be available on Bid Express. Each proposal must be accompanied by a bid guaranty meeting statutory requirements. The project is subject to equal employment opportunity conditions, a 5% EDGE participation goal, and Davis Bacon wage rates. Neither the contractor nor its subcontractors may perform any services outside of the United States under this contract. Sealed proposals must be submitted online, and no bidder may withdraw their bid within sixty days after the opening. The Director of Natural Resources reserves the right to reject any or all bids, or to accept the bid that is in the best interest of the State.
