UPC North 2026 Electronic bids will be received for furnishing the materials and performing the labor for the execution and construction of UPC North 2026, Project Number UPNO26, in accordance with the plans and specifications prepared by the Ohio Department of Natural Resource's Division of Mineral Resources Management. A mandatory pre-bid meeting will be held at the project site. Each proposal must be accompanied by a bid guaranty. Equal employment opportunity conditions are applicable. The project is subject to a 5% EDGE participation goal in accordance with state requirements. Davis Bacon wage rates are applicable, and all services must be performed within the United States. Proposals must be submitted online, and no bidder may withdraw a bid within sixty days after opening. The Director of Natural Resources reserves the right to reject any or all bids, or accept the bid which best promotes the interests of the State. Further instructions to bidders are included regarding bid submission, attendance at the pre-bid meeting, and compliance with statutory and regulatory requirements.
