The Project consists of the installation and construction of approximately 1150 linear feet of new 24-inch gravity sanitary sewer collection system toreplace an existing force main. The Work shall include but not be limited to: installation of new sanitary sewer collection system piping and appurtenances,installation of new sanitary sewer manholes, connection of new sanitary sewer collection system to existing sanitary sewer collection system, roadway bored crossing, abandonment of a section of the existing sanitary sewer force main, and site restoration. Bids will be received for a single prime contract. Bids shall be ona lump sum and unit price basis as indicated in the Bid Form. Addendum to the bid package will be issued through the Garver online Plan Holders List; therefore, all prime bidders shall be responsible for downloading the bid documents from the Garver online plan room in order to be included in the Plan Holders List. Bidders must enter the addenda numbers in Article 3.01 of the Bid Form to verify receipt. Due to the specialized nature of the construction, the experience and qualifications of bidders will be evaluated by the OWNER and ENGINEER prior to the opening of Bids. Prequalification of Bidders is required. Each potential bidder shall submit, on the forms furnished within Document 0045 13, Bidder's Qualification Statement. Only those Bids submitted by Bidders determined by the OWNER and ENGINEER to be qualified will be considered. Bids shall be accompanied by a cashier's or certified check upon a national or state bank in an amount of five percent (5%) of the total maximum bid price payable without recourse to the Owner, or a bid bond in the same amount from a reliable surety company, as a guarantee that the Bidder will enter into a contract and execute performance and payment bonds within fifteen (15) days after notice of award of Contract to him. Such bid guarantee shall be made payable to HELENA UTILITIES BOARD. The successful bidder must furnish a performance and payment bond upon the form provided in the amount of one hundred per cent (100%) of the contract price from an approved surety company holding a permit from the State of Alabama to act as surety, or other surety or sureties acceptable to the Owner. Bids must remain in effect for 60 days after the bid opening date. Within 60 days from the bid date, the Owner may award the contract to the lowest responsive, responsible bidder or reject any or all bids for the project. The HELENA UTILITIES BOARD reserves the right to reject any or all bids, to waive irregularities in the bids and bidding deemed to be in the best interests of the HELENA UTILITIES BOARD, and to reject nonconforming,non responsive, or conditional bids. Bids received from Bidders who are not prequalified will not be opened. Question Deadline 05/29/2026 All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Questions received less than forty-eight (48) hours prior to the date for opening of Bids may not be answered.
