The work includes installation of approximately one hundred thirty (130) Utility-Side, twenty-four (24) Customer-Side, one thousand twenty-two (1,022) Full water service lines, and verification of two hundred seventy (270) unknown service line materials to replace existing lead and galvanized water service lines. The work also involves hydro excavation, connections to existing water main and customer's home, new meter pits, related fittings, pavement repair, surface repair, maintenance of traffic, and other incidental work necessary for a complete installation. Inventory spreadsheets with address locations and a location map are to be provided prior to construction. Work is to be constructed under a Unit Price Contract. Bids must be executed on State Board of Accounts Form 96 (Revised 2013), accompanied by a Financial Statement and a bid security not less than 5% of the total bid price. Award will be made to the low, responsive, responsible bidder and requires approval of the State Revolving Fund Loan as administered by the Indiana Finance Authority. Contractors and subcontractors must pay not less than the Federal prevailing wage rates published by the U.S. Department of Labor. There is a 7% MBE and 5% WBE participation goal. The Contractor will be required to furnish Performance and Payment Bonds each in the amount of 100% of the contract price and to purchase and maintain insurance coverage as described in the contract documents. Only contractors qualified under certain Indiana codes may perform work over $300,000.00. Bidders must enroll in and verify the work eligibility status of all newly hired employees through the E-Verify program. The Owner reserves the right to waive informalities, reject any and all bids, or accept the bid from the lowest most responsible and responsive bidder. No bid may be withdrawn within 60 days after bid opening.
