The New York City Housing Authority seeks new design-build services for electrification, resilience, and comprehensive modernization at housing developments in Queens, Brooklyn, and the Bronx. The procurement process is competitive and two-step, involving a Request for Qualifications (RFQ) followed by Requests for Proposals (RFP) for three project scopes. The first project scope covers work at six buildings (including plumbing and waste infrastructure replacement, kitchen and bathroom repairs, replacing steam energy systems with electric heat and hot water using heat pumps, electrical upgrades, flood mitigation, elevator modernization, hazardous material abatement, and temporary resident relocation). The second project scope involves flood damage repair, flood mitigation, replacement of steam energy systems with electric solutions, and window replacement at two buildings in the Bronx. The third project scope covers plumbing and waste infrastructure replacement and flood damage repair and mitigation at twenty buildings in Brooklyn. NYCHA seeks integrated design-build teams for end-to-end services including design, hazardous material abatement, construction, resident engagement, and relocation. All projects are aligned with resiliency programs and are intended to support flood recovery and improve residents’ quality of life. All contracts require compliance with U.S. Department of Housing and Urban Development requirements, MOCS PASSPort registration, Project Labor Agreement terms, and weekly certified payrolls.
