The project is the reconstruction of the existing trail along S. 35th Street in West Des Moines, Iowa. The work includes earthwork, trail pavement, and surface restoration, providing all labor, equipment, and materials necessary for the project. Approximate quantities are 4,300 SY PCC shared use path pavement, 400 SY PCC driveway pavement, 350 CY earthwork, and 2 acres of seeding. All work must comply with the plans and specifications prepared by Bolton & Menk, Inc. Bids must be submitted electronically using the form provided by the City through their designated online platform and must include a scanned copy of a bid bond or a cashier's or certified check from an Iowa bank, amounting to ten percent (10%) of the total bid. If a bid bond is submitted, it must use the form included with the contract documents. A physical copy of the bid security must be submitted by the apparent low bidder within 48 hours of the bid deadline. The bid security must be payable to the City of West Des Moines and not contain any conditions. This bid security acts as assurance that if awarded the contract, the bidder will enter into the contract at the bid price and provide the required performance and payment bond. The successful bidder must provide a performance and payment bond equal to 100% of the contract price and guarantee maintenance of the improvement for four years after acceptance. Preference will be given to products and labor from Iowa unless inconsistent with federal requirements. All bids must include a fully completed Bidder Status Form or risk being deemed nonresponsive. Work must begin within ten days after notice to proceed and be completed by the specified date. Liquidated damages will be assessed for late completion. Monthly payments will be made based on 97% of the contract value of completed work, subject to approval by the Engineer. Final payment will follow Iowa statutes and contract documents. The City reserves the right to reject any or all bids and to waive technicalities or irregularities.
