Sealed proposals will be received for the construction of Wastewater Treatment Facility Improvements. The work includes, but is not limited to, all labor, materials, and equipment necessary for excavation, backfill and sitework; granular surfacing; erosion stone; fencing and gates; sludge removal and disposal; construction and modification of lagoon cells; pre-cast and cast-in-place reinforced concrete structures; painting; miscellaneous equipment; new force main and gravity piping and appurtenances; subdrain piping; piping specialties; electrical work including conduit, wiring, and controls; seeding and erosion control; and miscellaneous associated work including cleanup. All work and materials are to be in accordance with the proposed plans, specifications, form of contract and estimate of cost now on file. All proposals must be submitted to the City Clerk on official bidding blanks furnished by the City, sealed and plainly identified. Proposals must include a bid security in the amount of 5% of the bid, either by certified/cashier's check or bid bond, made payable to THE CITY OF MELBOURNE, IOWA. A fully completed Bidder Status Form is required as an essential attachment to the proposal. Bidders must comply with Presidential Executive Order No. 11246, and take affirmative steps to involve Disadvantaged Business Enterprise (DBE) if awarded. Bidders and suppliers listed in the "List of Parties Excluded from Federal Procurement and Non-procurement Programs" are prohibited from bidding. Compliance with prevailing wage rate requirements is required, and preference will be given as specified under Iowa statutes. The City reserves the right to reject any and all bids and to defer acceptance of any proposal for up to sixty days from the date of hearing. The successful bidder will be required to furnish bonds equal to 100% of the contract price and obtain project-specific tax exemption certificates. The work under the contract shall commence within ten days after the Notice to Proceed, with specific completion dates for segments of the work, subject to extensions granted by the City Council.
