The project will reduce the existing four lane Glenwood Avenue, between Western Reserve Road and Midlothian Boulevard, to a two lane road with a center two way left turn lane. A roundabout will be constructed at the intersection of Glenwood Avenue and Wildwood Drive. The existing traffic signals at Glenwood Avenue and Shields Road and Brookwood Road/Overhill Road will be upgraded. A copy of the plans and specifications must be obtained at the Mahoning County Purchasing Department for a non-refundable fee. A certified check or bid bond representing ten percent of the proposal must accompany each bid as a guarantee. A performance bond and payment bond, each for 100% of the contract or estimated cost, will be required after award. Bids must be accompanied by a non-collusion affidavit and corporations not chartered in Ohio must provide proof of being licensed to do business in Ohio. All contractors must be pre-qualified with the Ohio Department of Transportation. Federal-aid construction contract provisions, prevailing wage rates, and "Buy America, Build America" requirements apply. Small Business Enterprise participation goals have been set, and there is a SBE goal of 8% on this project. The Engineer's Estimate is $8,271,000.00. The entire contract book must be completed and returned intact; failure to do so may result in the bid being deemed irregular.
