The plant, located in the Saint-Vincent-de-Paul sector, is facing increasing pressure due to population growth and urban development. The work will include the replacement of several pieces of equipment and systems, as well as the modernization of the sludge drying process to improve its reliability and safety. TIMELINE: The City of Laval has just confirmed a planned investment of $334 million for the upgrade the StaRRE La Pinière water resource recovery station, an infrastructure that serves approximately 75% of Laval territory. The executive committee of the City expects to adopt a borrowing bylaw to enable the project to proceed, although financing remains under discussion with the federal and provincial governments. The City favors a design-build approach. The selection process will include a call for qualifications, aiming to shortlist up to three teams, followed by a call for proposals lasting approximately one year for the development of technical and financial solutions. Scope of work, budget and timelines of the construction program development are being finalized.
