Neubig, ttneubig@hengineers.com (No calls) The City of River Rouge is Soliciting Sealed Bids From Qualified Contractors for 2026 DWSRF Lead Service Line Replacement Program in accordance with the Michigan Department of Environment, Great Lakes, and Energy (EGLE) Lead and Copper Rule. This project involves the replacement of lead and galvanized service lines previously connected to lead (GPCL) from the water main from the discharge of the corporation fitting to customer site piping or to the building plumbing at the first shut-off valve inside the building, or 18 inches inside the building, whichever is shorter. All work must comply with EGLE standards and specifications for full-service line replacement. Please be sure to review the measurement of payment, specifically for what is included in the Lead Water Service Replacement Line item. This project is funded through the EGLE Drinking Water State Revolving Fund (DWSRF); therefore, This work will take place along multiple city blocks throughout the city. The project will be awarded through two (2) contracts. Contractors shall make sure that if they bid on both contracts, they can complete both contracts by the stated date. The work consists of the following contracts: Contract 1 - Installation of 244 Full Lead Service Line Replacement along 14 locations. See the location list and map in the appendix. Contract 2 - Installation of 280 Full Lead Service Line Replacement along 14 locations. See the location list and map in the appendix. substantially completed by August 15, 2027 Bidders must deposit, with their bid, surety in the form of a certified check, bank draft, or bid bond, in the sum of five percent (5%) of the amount of the proposal. The OWNER reserves the right to waive any information or to reject any and/or all bids. Bidders may not withdraw their bid within 90 days after the date the bid opened. Bidders may not withdraw their bid within 90 days after the date the bid opened. Note that the low-bid contractor is not automatically awarded the project. The OWNER reserves the right to reject all bids or award the project to the most qualified bidder. The OWNER and ENGINEER will further assess the bids based on the following criteria. Submit two (2) copies and a flash drive of the following items in the bid submittal: 5% Bid Bond Completed Itemized Bid Sheet Completed and Signed Exhibit 'A' Proposal Completed Good Faith Efforts Worksheet in Appendix A (Must be completed for all subcontractors, Refer to Attachment A.6 Completed Debarment form Worksheet in Appendix A, Refer to attachment A.7 All signed addendums Three (3) Project References with Similar Scope Flash drive of all submitted documents The City reserves the right: To reject any or all bids, or any part thereof, To waive any irregularities in the bids, To accept the bid that is in the best interest of the City. To award bids to multiple contractors.
